Right honorable Herr President. Right honorable ladies and gentlemen.

The budget reflects a new normality, a normality which is terrifying. Euro crises, state debt crises, budget crises, bank crises, economic crises and a lockdown crisis all steer towards a collapse. The government’s solution: Planned economy, gigantic new indebtedness, expropriation of the taxpayer, liability mutualizations which veil rather than solve the problems, ladies and gentlemen.

Germany has long since over-stepped the point of no return. Germany’s sustainability gap amounts to 13.8 trillion euros. That is about 400 percent of the gross domestic product, that is uncovered obligations in the area of about 38 Federal budgets. That is not re-payable, that is irresponsible, that is the result of a failed policy, ladies and gentlemen.

We are meanwhile in an anarchic state. Treaties will not be observed: Not the Maastricht treaty, not the EU treaty, not the stability and growth pact which, among other things, prescribes a maximum indebtedness of 60 percent of the gross domestic product. And the Italians break the stability and growth pact, live beyond their means, go into debt immoderately, and demand on account of their debt Corona aid, and will still be rewarded with grants of money. Ladies and gentlemen, the EU gives presents to treaty breakers and Germany is liable for that. That is unbearable.

For the reconstruction funds, the EU wants to incur 750 billion euros of debt. That contradicts the ban on indebtedness according to Article 311 of the AEU-Vertrag [Treaty on the Functioning of the European Union]. Moreover: Aid within the EU is only permissible in regards national catastrophes in individual states. Such a circumstance is not the case. Consequently, Next Generation EU also violates the no-bailout clause in Article 122, AEUV. 390 billion euros of the 750 billion euros shall be granted. The Italian foreign minister would use means from the funds to reduce Italian debts. Since Germany is liable for the funds’ debts, the Italians receive a tax reduction on the backs of the German taxpayers.

            Sven-Christian Kindler (Greens): Yet that certainly is not right!

The Merkel government on one hand demands a sustainable budget and new taxes, on the other it makes grants of money and doubles the EU contribution. You turn the EU into a self-service store without cash registers and Germany is the principal supplier. That is intolerable. There must be an end to that!

Recently might one read that state and bank balances will only be able to be kept stable by central bank interventions and that the European banking system sits on bad credits to the sum of 1.4 trillion euros. The ESM does not nearly suffice for coverage. Ladies and gentlemen, if one domino falls, the chain of mutual liability will pull us all down with it. Any budget plan is then, without condition, scrap paper.

The liability union becomes expensive for us if we must share the debts of other states. And given that, Herr Minister Scholz, you wish to impose a wealth tax? Why do you not demand that of the wealthy French and Italians? The median assets of the Italians and the French are about three times greater than those of the Germans. Why actually shall we always be paying?

Stop the introduction of a transfer union by means of the “Corona Emergency Budget”. You have long since mis-played the future of our country. It is time for an alternative, and my idea is: The Alternative für Deutschland.

Right honorable Herr President. Honored colleagues.

A year ago in the budget debate, the Interior Minister sweet talked the security situation. I had then and since then have ever again pointed out that the situation in reality is desolate. Meanwhile the security of our citizens is still worse than a year ago because the Minister does not act; and that is unacceptable.   

Keyword “clan criminality”. Here, the Minister – must he simply, honestly himself do it – meanwhile has lost control. In Essen in the daytime, the enemy clans make the heaviest attacks with iron bars and clubs. The police there, in Frankfurt and other cities, are no longer in a position to establish quiet and order. Instead, the self-named justices of the peace from the Islamic parallel judiciary settle matters. In Berlin, the clans and bands without hesitation fight each other with firearms on the public street. The state does not even defend its own police. In Lower Saxony, a police officer saw herself forced to change residence because she was threatened by one violence-prone clan. If that is not a capitulation before clan criminality, what then is? The Minister must finally take seriously the massive threat of clan violence spreading over the country and stop these hardened criminals. I say it with entire clarity: An Interior Minister who does not do that is out of place.

Keyword “Islamist terror”. Islamists continue unhindered to murder in Germany and Europe. In Dresden, one posing a threat [Gefährder] committed a knife attack and, despite that, Gefährder still run freely around in our country. The Minister at least here – at least apparently – has associated himself with our demands and announced the arrest of Gefährder and the examination of the deportation of Syrian Gefährder. Yet I say to the Minister: In this country, surely enough has been examined. Now must it finally be done!

Key word “leftist extremism”. In Stuttgart and Leipzig, leftist extremists attempted to murder Corona demonstrators. Only with a warning shot can that in the meantime be prevented. In the Dannenröder Forest, leftist extremists attempted to kill police with tree branches. According to the estimate of officials, leftist extremism already oversteps the boundary of terrorism. And what does the Minister do? Instead of fighting leftist extremism, he squanders 1 billion euros on a fight against the right, places the officials of our security authorities under a suspicion of racism and even devotes a mission study to that. An end to that! We must finally concern ourselves with the true problems in our country and ought not to paint additional mirages on the wall. The Minister must set himself in defense of the officials and finally stop left-wing violence.

Keyword “immigrant criminality”. A special evaluation by the BKA [Federal Criminal Office] clearly shows: Asylum applicants and refugees are as suspects of brutal crimes over-represented by many times. From 2015 to 2019, they made up 13.3 percent of those suspected of severe and dangerous bodily injury and almost 15 percent for murder and manslaughter and that with a portion of the population of only 2 percent. A police colleague reported to me from a German city of middle size on the Syrians who lived there. He wrote to me: These groups meanwhile run through our city with long, wooden clubs. They band together by the dozens and lay siege to the inner cities. Others of unsuitable ethnicity will be harassed, threatened and thereby called upon to disappear – that is the reality on German streets.

Why does not the Interior Minister finally defend our borders? Why does he undertake nothing to improve the security situation? The security balance of this Interior Minister is devastating. Our state of law is in part so heavily damaged that it can no longer be repaired with budget increases. More money alone does not solve the massive security problems of our country. How many people then still must die, I ask, until this Interior Minister finally acts and does what he is there to do? I can thus only direct an appeal to him – he is unfortunately not here today: Finally defend the populace, clear away the terrorists and violent criminals and finally make our country safe again!

That has really been worn thin.

Alice Weidel, December 9, 2020, Budget – Chancellor’s Office

Right honorable Herr President, Right honorable ladies and gentlemen.

This perhaps is in fact the last budget put forward by a Federal government led by you, Frau Chancellor. That would be desired for the country and it citizens. The only question is: How much harm do you still want to inflict during your remaining time in office?

The catastrophic balance of this Corona year, your unplanned and grotesque handling of the challenge presented by the SARS-CoV-2 virus, permits anticipation of nothing good. That has recently been named a mendacious lockdown policy by your fellow party member, the constitutional scholar and retired defense minister Professor Rupert Scholz, one of those reasonable and qualified leading persons who no longer have a prospect in the party dominated by you. And after three-quarters of a year, you still poke about in a fog and cling to the uselessly gaveled lockdown which more inflicts collateral damages than it yields what is useful in the fight against the Corona virus.

Anton Hofreiter (Greens): We today have 590 dead! Shame on you for your speech! That is disrespect for the dead!

Your Bavarian adlatus, Markus Söder, grabs still deeper into the bag of tricks of authoritarian rule and tosses around going-out prohibitions. Instead of doing what is necessary and focus on protecting the especially endangered groups of the population, you confine the citizens, annihilate livelihoods, drive to ruin entire sectors and attempt to regulate, to the very living room table, the private life of the citizens.

Ulli Nissen (SPD): What about the dead? What do you say to the dead?

It cannot so continue.

            Ulli Nissen (SPD): What do you say to the relatives of the dead?

The state also cannot indemnify, at the cost of the taxpayer, undertakings without limit upon which were imposed de facto occupational bans. You even say so yourselves. Then also draw the consequences and end the counter-productive lockdown policy. All else is – in the words of Rupert Scholz – mendacious.

Manufacturers, condemned to inactivity and threatened with ruin are just now permitted to learn that the grandly promised November assistance is probably to first arrive sometime in January because a software tool is lacking. So much for the digitalization of which you are always talking without yourselves doing anything. You are quick with the billions in aid only for the great concerns which you in return successively bring under state control.

Every couple of weeks, in wheelings and dealings with the Minister-presidents unforeseen by the constitution, you presume to impose new, contradictory and excessive preventative measures. Over and above that, you have in the questionable, euphemistic form of a population protection law allowed yourselves to issue a blank check so as to get around the parliament. You besides have brought that – other than the payment of the November assistance – through all stages and proceedings in just one day.

Citizens who protest against your preventative measures policy will be defamed as extremists, threatened with the Constitution Defense and driven apart with water cannons and police violence. It is you, Frau Chancellor, who divides this country and this society.

A planned economy and democracy, an impoverished Mittelstand of deceitfully led self-employed and manufacturers, intimidated citizens – that is the result of your policy. On the horizon loom mass unemployment and a hitherto unknown wave of bankruptcy; and with that comes an abnormally high mountain of debt. For the supposed gifts which you wish to distribute in the coming election year will future generations for long have to pay. This balance might already suffice to let your chancellorship enter into history as catastrophic; yet this is only the peak.

The most severe infringements of the basic rights in the existence of German post-war democracy, for which you have to answer, seamlessly align themselves in three fundamental violations of the law which will forever remain bound to your years in government: First, the transformation of the currency union into a liability and debts union. Second: The annihilation of industry and prosperity by means of the energy transformation, the auto transformation, the withdrawal from coal and nuclear. Third: The uncontrolled immigration under the abuse of the right of asylum.  

After 15 Merkel years, Germany is a country which does not want to defend its borders against illegal immigration yet which imposes going-out bans on its citizens and details legions of police for the control of the mask obligation on the trains.  

Thus, if you please, in the 15 years of your chancellorship have you mis-played what your predecessors in office had left behind in reform capital. You have not corrected but worsened the failures of the preceding governments. The Germany that you leave behind is deeply divided, shaken to its foundation and far adrift to the left.

            Saskia Esken (SPD): You divide Germany.

            Jan Korte (Linke): Yes, exactly! That is noted! That is the socialist republic!

A fairly secure country with a functioning economy and a stable energy supply has become a country of mistrust in which the streets are not longer safe and in which imported criminality and Islamist terror

            Claudia Roth (Greens-Augsburg): Exactly!

Götz Frömming (AfD): Hit hounds howl!

have become everyday threats. It has become a country of contradictions.  

The Bundeswehr under your government has indeed become gender-sensitive yet it is scarcely serviceable. For that reason, the police appear ever more often like soldiers. If however in Berlin or Essen a clan war breaks out, officials are thunderstruck into on-lookers, until a Moslem justice of the peace from the migrant parallel judiciary has smoothed out the dispute.

            Claudia Roth (Greens-Augsburg): Now it goes slowly.

Our neighboring countries seize the initiative in the war against Islamist terror. In Germany, it will be pacified with phrases and preferably a billion is to be expended for the fight against the right. Women no longer dare to be in the street at night,

            Marco Buschmann (FDP): Apropos phrases!

yet the government meticulously regulates who may visit whom at Christmas and who not.

The industrial foundation crumbles. Hundreds of thousands of workplaces have already fallen away or have been displaced to foreign countries. A policy hostile to industry is the cause. The Corona crisis has accelerated and intensified this development.

This government idly submits to EU limit values that do in the German automobile industry. The result of a years-long automobile hatred policy: The premium manufacturers BMW and Daimler transfer the construction of combustion engines to where? To foreign countries. High technologies, founded and perfected in Germany, emigrate. Suppliers and well paid jobs will follow. Electro-mobility, which by means of horrendous subventions will still not be competitive within a reasonable period of time, is no replacement and never will be.

In Germany, the most modern coal power plants and safest nuclear reactors close in the name of the climate protection hysteria. Coal and nuclear electric power will therefore be imported from foreign countries when calm once again reigns in the windmill forests which disfigure our countryside and massacre the birds of prey. The most absurd idea so far comes from red-green Hamburg: To import brushwood from Namibia so as to burn it in Germany. That is Olaf Scholz’s  home turf. What else have we to anticipate?

Citizens and businesses pay for this econo-political cacophony with the highest energy prices and tax and duties burden of all industrial countries. Although the Germans in terms of private assets and pension level are far behind most European countries, they may soon pay for the transfer of additional billions to the southern crisis states. Behind the curtain of the Corona crisis you have also further broken the ban on the mutualization of state debts. Eurobonds are now called Corona reconstruction funds.

The British are presently deciding whether to leave the EU with or without a Brexit treaty. The decisive event for the United Kingdom’s exit from the EU was the loss of control during the migration crisis, unsolved to this day, with which you have driven a deep wedge between the Europeans. The British have not forgotten that.

While the government undermines the foundations of our prosperity, in China the economy already again is humming, Chinese state funds go on a shopping tour through the plundered German Mittlestand, Peking creates the world’s largest free trade zone. In Germany meanwhile we prefer to occupy ourselves with women's quotas on corporate boards. – I hear here: “Correct!” – Radical leftist ideologies like gender-mainstreaming or the communist war cry of “anti-fascism” are back in the mainstream, while conformism and forced viewpoint, socialistic heresy and planned economic madness are experiencing an absurd resurrection. And that belongs on the balance of your time in government. In fact, Frau Merkel, you are the best chancellor the Greens and the Linke have ever had. The enthusiasm from there which hastens to greet you is the best evidence.

            Jan Korte (Linke): The communist Merkel regime, exactly!

It grieves me, what has become of this country,

            Britta Haßelmann (Greens): You still live in Switzerland. 

and we have entered office to correct this disequilibrium. What we want to attain is that right, law and constitution generally and unconditionally matter, and will not be twisted or ignored at will,

            Marco Buschmann (FDP): Is this a speech like Herr Meuthen had in mind?

that the citizens’ freedom  and self-responsibility stand at the mid-point of politics, and not a tutelage in ever additional areas of life. Our aim is that state and administration concentrate on their core duties; that means guaranteeing the legal and ordnungspolitische arenas and the maintenance of domestic and foreign security and not a continual and excessive interference in the private lives and economic decisions of the citizens.

Frau Merkel, come out of your spiritual Wandlitz! Glance beyond the confines of your Kanzleramt, which you in the most difficult of times wish to engross by 600 million euros, and see for yourself what it really looks like in this country!

            Jan Korte (Linke): There is nothing under it!

Quit your filter bubble of political yes-men and media flatterers who sweet talk their failures and allow you to still celebrate your own errors. “The truth can be expected of men” [„Die Wahrheit ist dem Menschen zumutbar“], as Ingeborg Bachmann once pointedly said.

Yet to the truth also belongs: This country can no more long endure you and your politics!

Right honorable Herr President. Right honorable colleagues.

A parliament’s budget deliberations are called the lodestar of democracy because in these debates the current distribution of state funds will be disputed. This debate is important because, by the distribution of state funds, political, social and structural developments are directed so that present requirements will be distinctively considered, and just so will future developments of state and society be able to be arrested or accelerated.    

That false decisions in the distribution of tax money can basically ruin the development of state, society and economy can in part be seen in the State of NRW. It is especially fatal if, with tax money, the scope of education is turned in a false direction because it is desired to initiate somewhat ideologically-based developments and thereby thoughtlessly destroy proven customary structures. Here then for decades alike have misdevelopments been codified.

Today in the year 2020, the faults to which these misdirections in the last decades have led are no longer to be concealed and are visible to anyone in the world who is not an ignoramus: An alarming academic performance of many students; deficiencies in the fundamentals of, among others, reading, computation and writing, resulting in a deficient maturity of education of numerous young people who wish to enter vocational training; a deficient learning ability of some holding an Abitur, which is indicated by the high number of aborted study plans and of young people without a graduation certification; widespread, in any case worsening discipline difficulties in some schools combined with a mobbing behavior, with the consequence that a learning atmosphere will not be formed; an intentional – intentional! – forfeiture of authority by teachers and thus now a worsening teacher shortage.  

The above named misdevelopments will thereby ever less be able to be restrained or repaired.  

This situation is fortunately not to be observed in all schools. We still have in the State a large quantity of well to very well functioning schools. Yet the crowding in the private schools shows that ever fewer parents trust the public schools. All together, the numbers of students have slightly decreased. The student population in the private schools has remained nominally the same. That means that in reality the private schools figure has increased.

The 2021 budget section presented in the area of “Education and Schools” draws upon directive elements which look into the above described problems and wish to undertake a redirection.

Thus the AfD delegation expressly welcomes that the school estimate will be raised and the largest increase since 2017 for personnel expenditures is to be registered. When in this connection the number of school assistants will be expanded, then that effects a relief of the teaching personnel from non-instructional duties and thereby a spreading of the teaching load in specific schools. A teacher who no longer receives chargeable hours for a non-disciplinary activity can naturally give more instruction.  

And the Grundschulen personnel differentiation with an opportunity for promotion is good for the attraction of the teaching profession in the Grundschulen. Yet all of this unfortunately will not eliminate the basic problem of the teacher shortage. As long as you, the black-yellow government and the parties sustaining you, do not eliminate the causes of the misdevelopment of the last 20 years, you will only be able to tinker with the symptoms.

It has been shown that, before all, the new teacher training law of May 2009 presents the greatest hurdle to the achievement of a suitable recruitment of teachers in the Grund- and Hauptschulen. As long as there is a numbers limitation for the beginning of studies in the teaching profession, as long as each student will be compelled to complete German and Mathematics as a subject in the same way, so long will you have the recruitment problem in regards the teachers.

The same holds for the working conditions in the Grundschulen. The heterogeneity of the learning groups, along with the handicap of employing predominantly free forms of learning, hugely overburdens all participants. Instead of here redirecting, you even strengthen the problem. In the Grundschulen, you set up 3,862 points of multi-purpose instruction in the area of inclusion. This is financially, organizationally and before all pedagogic-didactically, a huge expense with which will be attained the opposite of what a good school should attain in successful learning.

The results of the standard assessment tests show quite clearly: The performance of the Grundschuler in the basic skills regresses dramatically. By means of the ideologically motivated model of inclusion will all students and teachers be completely overburdened.

Finally recognize that the stipulations of the handicapped rights convention of 2006 expressly consider the Förderschulen to be an integral component of a school system, which in fact makes possible the participation in society of children with special needs. Here, right honorable Frau Minister, do not dare to change course, although the problems are visible to all.

Even the best teacher advertising campaigns do not help, before all when the last advertising campaign was so infantilely conducted. The means of 1.5 million committed for this were scattered to the winds like New Year’s Eve fireworks, which for this year indeed should be replaced. Therefore, the AfD delegation demands a clear reduction in this budget item.

Also astonishing is the fact that the black-yellow government since 2017 continues the red-green QUA-Lis project in Soest with a means growth of 4.5 million euros. Here, an examination of the commitment of means as to its efficiency must urgently follow.

Inefficient in any case is the personnel policy in the area of quality analysis. Alone, 21 Grundschulen headmasters were withdrawn from their office for the enforcement of quality analysis and thus are missing in the several Grundschulen. Here also the black-yellow government bows before the standards of the OECD which, with pseudo-objective findings, wishes to delineate the reality of the pedagogic-didactic process.

Cybernetic measuring instruments are completely inappropriate for the testing of performance in the area of sensory registration and understanding. Here alone the instrument of language counts. The budget provides much too little for that. You even cut the means for language assessment testing by 80,000 euros.

The AfD on the contrary asks to introduce a budget title “Reading and Writing” and to provide it with 5 million euros. The language difficulties principally make more difficult successful learning in the Grundschulen or even prevent it. Here, the State government must invest much more.

Not acceptable is the financially one-sided expenditure for Brennpunktschulen. No one will deny that here problems must be solved. The means which the State government wants to commit for that will trickle away if energetic pedagogical and didactic corrections are not undertaken.

Primarily should the effects of radical forces from the Moslem milieu be cause for the greatest concern. With your laisser-faire policy, you cannot restrain and control the boiling hatred of radical Islamists. In our schools in part rules a climate of intimidation, especially in your Talentschulen, Frau Minister. As long as the authority of the teachers is not reconstructed, so long will no appropriate learning atmosphere be created in these so-called Brennpunktschulen. Some of the Berlin schools have successfully demonstrated how such schools are conducted.

All in all, it can be stated that the budget attempts to correct the false course of decades in the education policy. That however will remain without success as long as you do not completely alter your direction; namely, away from a school of optional performance and training [Leistungs- und Erziehungsbeliebigkeit] to a school which looks at the individual students, provides them a corresponding education opportunity and thereby fulfills the mandate of a humane education.
