Götz Frömming, September 24, 2026, Education and Migration

German Bundestag, Plenarprotokoll 21/96, p. 11910.

Ladies and gentlemen. Frau President.

Allow that I introduce the theme with a little anecdote. As I came many
years ago to Berlin from Baden-Baden, in the beautiful Wedding, I
explained here to my students how important integration is. Suddenly,
one of my students very politely interrupted me and said: Herr Frömming,
do not worry yourself on account of the integration. The two Germans
who are still here, we well integrate them.

Ladies and gentlemen, with that we are in the midst of the theme. The
new PISA study has brought to light horrifying results. And the worst
of it is: They would have been avoidable.

Some numbers: The performances of the 15-year-olds in the areas of
reading, mathematics and natural science are never so weak since the
beginning of the collection in the year 2000; they are besides even
below the values of the original PISA shocks. Around a third of 15-year-
olds has in reading and mathematics no sufficient everyday and
occupational basic competence. Nearly a quarter do not achieve these
so-called basic competences in natural sciences. Well nigh a fifth possess
sufficient basic competences in none of the three tested fields.
Interesting in that regard is: A closer consideration of the data shows
that the performance decline is not equally distributed over all groups
of students, but overwhelmingly concerns students with a migration
background.

Mayra Vriesema (Greens): Good, that you are no longer
a teacher!

In the three test areas of natural science, reading and mathematics, the
total differential between native [Einheimischen] students and those
who were born in a foreign country is at almost 100 points. The
difference for students who have been born here is still at 50 points.
Ladies and gentlemen, that is in international comparison a mournful
leadership; in none of the other 29 OECD states is the difference so
serious. On average, the performance differential between native and
students with a migration background

Mayra Vriesema (Greens): Those are also native!

is there besides only half so large. Wherein could that in fact lie,
ladies and gentlemen?

Lamya Kaddor (Greens): Wherein lies that?

Here, the presented studies deliver no real explanation.

Katrin Zschau (SPD): Ah!

Is our education system so bad, or more precisely said, simply
over-burdened with the integration of so many students of
non-German origin? Or do countries like Singapore or Canada,
which also have many students with a migration background
yet are much more successful in contrast to Germany, place
value on a qualified immigration? We simply do not know
exactly. Here, we require additional detailed studies, ladies and
gentlemen.

Yet what are all these studies in the end, if ever again are drawn
the wrong conclusions? Perhaps simply go to a school in Wedding
or Wuppertal and ask the teachers and students. They will say to
you in confidential conversation wherein lies that Deutschland
is ever more dumb, ladies and gentlemen.

The classes are simply too large, discipline no longer prevails.
Students speak and understand no German, violence and
mobbing are on the daily order. Education and knowledge
were replaced by variety, tolerance and the so-called competence
orientation. That is besides the biggest nonsense since the
invention of the schools.

Now for a solution: We need an honest analysis of the presented
data. The suspicion that our education catastrophe has something
to do with the catastrophic immigration policy since 2015 lies at
hand, ladies and gentlemen. We want at least to further pursue it.

We say: A good education system begins with a good border
control. Who accepts millions of people who in their lands of
origin belonged to the education proletariat need not wonder
when Germany also is thereby dumbed down. Therefore, ladies
and gentlemen: Have courage for the truth! Have the courage to
overcome taboos! Vote for our motion [Drucksache 21/8120]!

Mayra Vriesema (Greens): In absolutely no case!

Katrin Zschau (SPD): In absolutely no case!

I rejoice in the further debate.

Many thanks.
