Frau President. Esteemed colleagues.

Herr Söder, as to your mud-slinging: I am neither a postman nor a string-puller. In contrast to you, I respect the opinion of free citizens.

On that account, I certainly want to say thank you to the many helpers in healthcare, in the schools and in the families. They are the defenders of our people, not the power elites and the politicians.

Today we deliberate in the Bavarian Landtag on the new Corona decree for which the Bavarian ministers council unanimously decided yesterday and announced in the surroundings of a press conference. Owing to the wide-ranging restrictions for the citizens, an open-ended debate in the Landtag with the participation of the people’s elected representatives would have been essential. Instead we however see, dear citizens, the Minister-president’s 18th government declaration which is nothing other than an advertisement for Markus Söder with the friendly support of the Bavarian State broadcasting.

For a year and a half, this Minister-president governs with emergency decrees and makes the Bavarian Landtag into Bavaria’s biggest little theatre. As the AfD delegation’s chairman, I have obtained a deep insight into the political decision-making process. As a citizen of this State, I had expected the elected members of the parties to be included in the making of decisions. Instead, the Minister-president rules past the parliament and thereby disregards the parliamentary customs – quite according to his model, the yet Federal Chancellor Angela Merkel. And she continually has made the essential decisions unilaterally and without appropriate participation of the Bundestag. Minister-president Söder has even recently praised this almost dictatorial governing style and copied it for Bavaria. Ladies and gentlemen, since the Corona situation at the latest, parliamentary government finds itself in a very serious crisis. This crisis was unleashed not by the critics of the Corona restrictions but by the State government under Söder. He repeatedly abuses the Bavarian Landtag as a stage for the announcement of the State government’s decisions and degrades to supernumeraries the large portion of the elected members.

Minister-president Söder shows himself to be not only un-teachable in relations with the parliament but also in connection with the challenges owing to the Corona virus. He grandiosely designates the announced new infection defense decree as a new chapter in the Corona policy. Restrictive of the basic rights, the Corona preventive measures were to be an expression of a new  balance of security and self-responsibility. In fact however, right honorable ladies and gentlemen, by means of the introduction of the 3-G rule, designated as the centerpiece, the thumb screws were further tightened for those not vaccinated; in Bavaria, that is still 40% – 40%! At the same time, you increase the direct pressure on the young people to let themselves be vaccinated. Since from October 1, Corona tests will no more be offered without cost. By means of an expensive PCR test, a disco visit becomes an unaffordable luxury. Herr Söder, you rob the joy of life from an entire generation. Yet let us state what the fact is: 3-G is nothing other than a covert forced vaccination, since what is left to the citizen who can fulfill no test? What does the old-age impoverished pensioner do who needs now take care to make ends meet? It is the perfect right of these people to say: Nein, I do not want to let myself be vaccinated.

Here it is unethical, improper, indeed it is completely unacceptable to continue to exercise pressure on these free people. That has nothing to do with the commended self-responsibility; but that is state repression in its most extreme form. You, Herr Söder, play off the vaccinated against the non-vaccinated. You thereby divide our society and you even designate it as a new form of freedom. Here, more scorn and meanness there is not.

In this regard, the Economy Minister and Deputy Minister-president Hubert Aiwanger thereby plays a quite shabby role. He is the man with two faces, the Janus head in the Söder government. At the cabinet table, he votes to the detriment of the vaccinated, at the reserved table he solicits the votes of the non-vaccinated for the Frei Wähler. The voters see through this game of the bloc party system and do not let themselves be sold for dumb. The citizens know that Aiwanger is only there so as to keep the oppositional votes in the bloc party system.

Herr Aiwanger, if you take freedom seriously, then finally do us a favor and quit this government of serfdom [Unfreiheit] and encroachment! End this unworthy show for Bavaria!

The new decree also foresees the introduction of a so-called hospital signal light. You thereby overtake a requisition which we of the AfD had from the beginning demanded as an indicator of the loading of the healthcare system. But what exactly happens to us citizens when the light is yellow or red? No one knows exactly what will then happen and you keep it vague.

Ladies and gentlemen, who should actually peer into all of these regulations? Such monstrous legal decrees are the expression of a policy hostile to freedom which no one understands.

In this connection, you also ever again bring into play the children. As a mama of four children, I can only say to you: It is shown, and it is a scientific consensus, that children are no vectors of infection, and an illness of children and youth runs exceedingly mild. Herr Söder, we of the AfD stand consistently on the side of the families. On that account, I demand of you here in the sovereign house: Hands off our children!

We of the AfD do not want that our children be required or be forced to vaccinate. We also do not want that here children be exposed to unnecessary health risks and that children need wear a mask at school, even though they will be continually tested. That is after all completely insane! We of the AfD want an authentic freedom to decide and we stand for proportionality. We are the guarantor of self-responsibility and thereby the only remaining advocate of an authentic freedom in this country.

We want no Söder’sche freedom, but we demand the end of these nonsensical and unrealistic preventive measures. Herr Söder, I am greatly concerned for Bavaria. Under your government, we Bavarians simply want our freedom back.

I forewarn of weakening the data protection and rights of employees so as to only ostensibly attain more security against Corona infections at work. That is the wrong way. We meanwhile know that the vaccinated can infect and sicken just so as the non-vaccinated. The vaccinated elder caregiver thus likewise can infect a senior from the endangered at-risk groups.

Apparently, in regards the vaccination status inquiry, for the government it is about something else: The pressure on healthy, non-vaccinated people to likewise allow themselves be vaccinated shall also be increased in the workplace. The government thereby appears not to be interested that the vaccine has only an emergency approval, and many citizens following an individual risk-use analysis entertain great doubt. Certainly for scarcely endangered young people, the analysis rather comes out negative.

The STIKO [standing committee on vaccination], in regards its recommendation of vaccination of minors from twelve, has already bent to the pressure of the policy. Nevertheless, the risk to children and youth of a serious course of illness in the case of the Delta variant apparently is not higher.  

The STIKO must now show itself steadfast and precisely weigh for whom a third vaccination is necessary. Should the vaccine’s effect abate as quickly as indicated by researches in Israel and Oxford, soon could only those vaccinated three times be held to be immunized.

We dare not fall into a spiral of forced vaccination and deprivation of freedom. Otherwise, there is never a return to normality.

Right honorable Frau President. Ladies and gentlemen.

The basic right to asylum, which grants to the persecuted protection of life and limb, forms an important cornerstone of modern and free states. Following two world wars, in 1951 with logical consequence was signed the agreement on the legal status of refugees, better known as the Geneva Convention on Refugees. We thereby have a valid legal basis for the protection of the persecuted, expanded by the 1967 protocol.

As a result of the change effected by great and global migration movements, the relevance of the Geneva Convention will be ever more frequently placed in question; not without right, it needs be said. A parade example of the political abuse of the Convention is found in Berlin and – whom does it surprise? – by the leftists of our political spectrum. By means of a completely misguided asylum practice, people will be enticed to leave their peaceful homeland because a prospect of cash will be held out to them. Yet for that the Geneva Convention on Refugees was not undersigned by 149 states.  

The asylum application law, in the controlling §§ 3 and 6, opens sufficient leeway to the administration so as to strike a balance between money and payment in kind. Certainly in the initial stages of asylum procedures, payment in kind is foreseen as a rule. In Berlin, each asylum applicant nevertheless immediately receives a fat bundle of euro bills. Although long known, and despite election campaign and flooding, this theme again makes the headlines as co-workers in the State Office for Refugees [LAF] sound the alarm in regards Social Senator Elke Breitenbach. They report that many petitioners, particularly from Moldavia and Georgia – I cite with permission of the President – have obviously been attracted by money for asylum applicants. End citation. Jana Borkamp, leader of the LAF shelter department, expressed herself on the rush at the arrival center for refugees at Wittenau in the Tagesspiegel as follows, and I cite with permission of the President: “It’s as if someone had flipped a switch”, end citation. Meanwhile, not a single one of the the 1,561 registered petitioners from Moldavia who have come to Germany in the first half of 2021 has received a positive decision.

This is oftentimes not at all wanted. On that, LAF President Alexander Straßmeier – and I cite with permission of the President: Some are already coming back a fourth time for the purpose of an asylum petition, although they have been previously rejected three times. – End citation.

For asylum applicants, Berlin pays out cash for three months in advance. A large family from Moldavia, set down by buses or small transport directly in front of the LAF, can figure on up to 4,200 euros. The joy over the evident bonanza is so great that those favored immediately inform acquaintances and relatives and then start on their journey home – thus, the Berliner Morgenpost. In yesterday’s Abendschau of the RBB [Berlin-Brandenburg broadcasting] was to be learned that Senator Breitenbach in the future will pay out cash for one month only.

That it may go quite otherwise is indicated by Bavaria which is bound by these same Federal regulations and in any case is responsible for Moldavian asylum applicants. There, the new arrivals come to an anchor center to receive only payments in kind and food, as well as a little pocket money. There, no switch is flipped. In contrast to that, the Berlin Senate promotes a regular asylum tourism, and with it an organized smuggling criminality [Schleuserkriminalität]. Senator Breitenbach in the Berliner Zeitung of August 11th – and I cite with permission of the President: “There is no evidence of criminal structures”, end citation. Which is definitely contradicted by the LKA [State Criminal Office] and the Berlin police. There are clear indications of Schleuserkriminalität – thus, police spokesman Thilo Coblitz in the RBB.

The State of Berlin is not allowed to become the stirrup holder for organized crime.

The AfD cannot tolerate that the red-red-green Berlin Senate thwarts legislative intentions and surrenders the Geneva Convention on Refugees to ridicule.

We therefore demand of the State government: First, to move for a Bundesrat initiative for the classification of the Republic of Moldavia and of Georgia as secure states of origin in the sense of Art. 16a GG [Grundgesetz, Basic Law]; second, to replace unrestricted money payments by means of payments in kind and, third, to immediately deport all rejected asylum applicants. The basic right to asylum is not allowed to erode at the cost of those seeking protection. Let us prosecute the criminals and let us protect the persecuted! We request a vote in favor for this motion [Drucksache 18/3977].
